The meeting was called to order by the Interim President, Elizabeth Walker.
Minutes of the October 21, 2003 Meeting were amended, Intern Position will be a full time
Seasonal position. There will not be an ad hoc committee chaired by Sue Ming.
Treasurer's Report: Elizabeth Walker gave the financial report based on a summary letter from
Jeanne DiBattisto. Jeanne DiBattisto submitted her letter of resignation from the Vermont State
Women's Golf Association Board, effective May 4, 2004. A motion was made to accept Jeanne's
resignation and appoint her as the Bookkeeper which would be paid an annual amount of $2,500. with a future enumeration vote at the fall annual meeting. It was decided. The new bookkeeper position would answer to the Treasurer, acting as her assistant. Jeanne has been logging 400 hours a year and the Board felt that her position had gone beyond "voluntary".
President's Report: Elizabeth Walker reported the importance of fast play and distributed a Proposed Pace of Play Policy summary for 2004. Recommending each foursome record the actual time the first player tees off on hole one and ten and last player putts out on nine and eighteen. Upon completion of the round, participants would have a 15 minute window to turn in their completed score card to the committee. Applicable for all State Day's and be considered a testing program with no current penalty involved.
The slate of Officers approved by the Board were: Elizabeth Walker as President, Roberta Lynch as Vice President, Mary Corey as Secretary and Linda Duncan as Treasurer.
2004 Tournaments:
Junior Golf: The Junior program received a one year grant of $7,500. from the United States Golf Association. The funds are restricted and must be used for:
Instruction (up to $7,100)
Golf Clubs and bags (up to $1,500)
Golf Course access (up to $1,500)
Driving range access (up to $1,500)
The USGA encourages local fund-raising programs to accompany their grants. It was proposed that a Closest to the Pin contest be held each state day, by division, on three different holes with an entry fee of $2 or $3 per person. A Skins Game was also proposed. Kathy Domenicucci and Mary Ann Levins will prepare a fund-raising package for Sue Ming to present to the Club Representatives.
New England Women's Golf Association: President Kathy Domenicucci reported that Sally Bridges was the NEWGA Chairman. Sally and Kathy Allbright have everything going on schedule and do not foresee any problems.
VSWGA Match Play Tournament: Kathy Allbright was concerned about the poor response to the Match Play Tournament hosted by Orleans on June 2 - 4.
Planning for the Ruth Raymond Jones Seniors Amateur, Vermont State Amateur and Buxton Cup and Mid-Ams are all going well.
Women's Regional Affairs Committee: Kathy Domenicucci reported Stella Sargent attended the USGA annual meeting in California. She recommended, only one person should attend as
the Vermont representative. The USGA meeting is a collective way of keeping channels open
between VSWGA and the USGA board. The annual meeting offers workshops and presents
available programs to assist local golf events that would be unknown to the state if not attended.
Web Site Report: Cindy Paquet reported the Chelsea System tee times will be posted on the web site only, which could result in times being subject to change due to cancellations. It was recommended tee times should only be moved to a later time and not forward. Post cards will not be mailed. For timely processing of tournament results, Sue Ming needs that information from the host club on tournament completion day. She will then review and forward it to Cindy for posting to the wet site. To be helpful to participants, the tournament lodging information should be sent to Cindy at an earlier date.
State Day Related: Sue Ming had a trying winter learning the new computer programs. The new Intern, Marie Tucker, was hired and began working with Sue on May third.
State day books have been mailed with only a few returns due to bad addresses. Postage for the Book and bag tag is $1.06 in the US and $1.39 in Europe. Sue recommended a smaller condensed book.
The St. Johnsbury office has extra storage space available. The office does not need its own fax machine, the St Johnsbury Pro shop is willing to share their fax with the VSWGA office.
Shari Pfannestein highlighted the new 2004 USGA rule governing preferred lies. The ball must be marked, lifted by hand and placed one time only, once the ball is released, it is in play and cannot be touched again prior to taking your next stroke. The allowable distance the ball can be moves will be determined by the tournament committee.
Handicap divisions should be reviewed: In past years, Vermont had a small field of A players deeming it necessary for using the point spread from 0 - 16.0 but that has changed. There are more low handicap players and the point spread should be reduced, which in turn would affect the other divisions. This will be addressed at the Fall Meeting.
VSWGA Tournament Procedures: Kathy Allbright distributed the updated Tournament Procedures printout.
There will be several unofficial board meetings held after the state tournaments but no official date was scheduled for the Fall Meeting.
