VERMONT STATE WOMEN’S GOLF ASSOCIATION

The meeting was called to order by the President, Elizabeth Walker. 

President’s Report: Elizabeth asked Mary Corey to read the highlights of the October 2005 minutes for the agenda guideline.   

Agenda Format:  The October 3, 2006 will follow the same format as 2005.  Sue Ginnett has asked the Secretary, Treasurer and all Committee Chairs to submit their 2005 reports to Suzanne Neville by September, 25, 2006 to be added to the Agenda package.  The package will be  mailed to the Club Reps prior to the meeting for their review. The reports will not be read but Sue Ginnett will open the floor for any questions or concerns. 

            1. The Meeting will open with a Welcome Introduction by Elizabeth Walker.           

2. Roll Call: by Mary Corey. 

3. Secretary’s Report: Confirm, all Club Reps received copies of the 10/04/05 Minutes.  Open the floor for questions or amendments.  If there are none, make a motion for the minutes to be approved as stated. 

4. Treasurer’s Report: Tracy Sloan will open the floor for questions or concerns. 

5. Committee Chair Reports: Sue Ginnett will open the floor for questions on all Committee Chair Reports. 

6. Our Representative, Jim Farrell,  from USGA will Speak.  

Topics for Discussion: 

Change the VSWGA Amateur prize format to award the top 20 Low Gross with only one Low Net each day.  Due to negative feedback, the board decided this issue should be dropped from the agenda.  The VSWGA Amateur Tournament prize format will remain Top 10 Low Gross and Top 10 Low Net.

1. Chelsea Update: The floor will be open for discussion.  The current Chelsea Support Contract ends with the 2006 season and is not renewable for our outdated system.  We cannot function without support.  To Updated the Chelsea System and  purchase new equipment will cost approximately. $12,000. 

$6,740. = Chelsea Update.

$5,260. = New equipment (estimated amount). 

2.  Carol Lisai requested, an open discussion regarding Vermont residents who carry an official GHIN handicap being eligible to play in the state tournaments (Seniors, Mid-Amateur, and Amateur).  This would include Vermont residents who belong to real-estate courses in other states and Vermont resident members of non-real-estate Lake Side Club.  

7. Open the forum for any Issues and Concerns.  

Other Business: 

1.  State Day Line Up for 2007: Cheryl Hoar and Kathy Allbright have almost completed the 2007 State Day line up revision.  There are so many unwritten rules Suzanne needed experienced board members to assist with the 2007 schedule.  The State Day line up has been completed but will not get the final OK until a couple courses confirm their scheduled dates are workable.  

2.  Vermont USGA State Team Championship: Elizabeth Walker remarked the VSWGA 2006 budget of  $1,000. fell short of the financial needs for the Vermont Team.  

3.  State Day Book Additions:  

Cancellations on page 16, should add item number three. 3. After the final parings have been made, cancellation of play does not cancel the cart fee obligation, participant could be held responsible for those fees.  

New State Day penalty policy for 2006: (copied from 10/18/05 minute’s, page 5) Participants are allowed to receive one penalty with no consequence. 

2nd  penalty - Courtesy/Warning letter will be sent to participant notifying her of the two penalties and advising her of the consequences of a 3rd penalty. 

3rd penalty will result in a suspension of play for the rest of the season.  If the 3rd penalty occurs after August 15 the suspension would extend until June 15 of the following year. 

Explanation of no card = A no card is, when the participant feels her score is too high and does not want to post that score or fails to complete the round due to anger or it starting to rain etc.

NO PENALTY WILL BE ASSESSED:  

1. Disqualification: An example of a disqualification is if a participant has hit five balls into a hazard, their group is holding up the entire field and she decides to pick up and go to the other side of the hazard to continue play.  This score cannot be used for the competition but should be posted with the maximum strokes allowable for that hole.  The scorecard should be noted disqualified or DQ by the appropriate name.  No penalty will be assessed

2. A medical withdrawal: When a participant comes down with a medical condition which prevents her from continuing play.  The scorecard should be noted medical withdrawal beside the appropriate name.  No penalty will be assessed

On rainy State Days the participants should call the pro shop to verify the tournament is being played.  If the tournament is being held, the participants must travel to the State Day site.  The only two people that can cancel a State Day are the Club Pro or the course Superintendent if the course becomes unplayable.  

Final State Day Cancellation: There were two last minute cancellations. One due to sickness and the other because her spouse had an accident and was injured.  It was decided if the VSWGA was partially or not charged there would be a partial or complete refund.           

 New Business: 

1.  Elect new Board Members: The slate recommended by the Board.  

Mary Corey, Cedar Knoll - 3 year term
Nancy Myers, Blush Hill  - 3 year term
Phyllis Simon, Vermont National - 3 year term
 

The floor will be open for additional nominations. 

Tournaments for 2007: 

Seniors - Unknown
Amateur - Enosburg Falls CC, Dates to be determined.
Mid Amateur - Ralph Myhre Golf Course, Dates to be determined.
