President’s
Report: Sue Ginnett e-mailed the first and second week Agenda as
follows:
Mini-Meeting #1 Agenda: The VSWGA made a contribution in
memory of Julie Green (an amateur golfer who contributed a great
deal to women's golf) to the scholarship fund she started at the
Lincoln School in Providence, RI. (Elizabeth
Walker brought Julie's passing to our attention and felt very strongly that
we, as an organization, should do something in her memory).
Suzanne
asked what the VSWGA should charge for the rules book?
There were three
choices which came about from responses to Suzanne's requests:
1.
Charge anyone ordering a rule book, the cost (to us) of the book plus
postage.
2.
Leave it alone--as the books are free when one joins the USGA. This
info could be given to the ladies via our website.
3.
Have the VSWGA purchase a number of rule books and GIVE them to our
members at no cost. (The limit of
the cost to us would be no more than $2 per book and we would purchase enough
for about half of our membership. Many of you thought the books would cost us
less than $1. per book.) The
method of distribution would be up to Suzanne.
Twelve responded and
eleven of the twelve voted to provide the rule books FREE to our members.
Some good suggestions that
came with the votes are as follows:
A.
Players need to let Suzanne know if they want a rule book. Rule books are to
be picked up on a prearranged State Day.
B.
If a player request, a rule book to be delivered by mail, the player
must pay shipping cost. It
will be sent C.O.D.
C.
Order between 50 and 100 rule books to start the year.
The suggestion to purchase enough rule books for half of our membership
was put on hold until we have a better feel of what the demand will be.
D.
We as an organization need to encourage our membership to join the USGA.
Mini-Meeting # 2
Agenda: There
were three suggestions concerning penalties, each of these suggestions is
presented as a motion.
Suggestion #1. Presently a
player may receive a penalty for:
a. "No carding"
b. Failing to show up for
tournament play and not cancelling or sending a sub
c. Not having a current GHIN card when needed
MOTION # 1.
A fourth penalty should be added--namely
D. FAILURE TO POST STATE DAY SCORES WITHIN THE ALLOTTED
TIME OF ONE WEEK
Suggestion # 2.
Sometimes things come up unexpectedly and one cannot avoid incurring
one or more of the penalties listed above.
MOTION # 2.
EVERYONE SHOULD HAVE ONE "GRACE PENALTY.”
ONCE THE GRACE PENALTY HAS BEEN USED, THEN THE THREE STEP PROCESS FOR
ADDITIONAL PENALTIES SHOULD GO INTO EFFECT.
Suggestion # 3.
Presently if a player receives a penalty, it can affect whether or not
they may continue to play State Days.
MOTION # 3.
PENALTIES INCURRED BY OUR PLAYERS SHOULD APPLY TO THE
"POINTS" ACCUMULATED IN THE CHELSEA SYSTEM FOR FUTURE PLACEMENTS.
THE PENALTY SHOULD BE 3 POINTS IN THE CHELSEA SYSTEM PER INCIDENT.
THREE PENALTIES EQUAL 3 STRIKES AND A PLAYER IS OUT FOR THE REMAINDER
OF THE SEASON.
All three of the above
motions do not in any way alter the three step process for dealing with
penalties in the October 18, 2005 Minutes, Page 5.

Another idea concerning
penalties is listed as Motion # 4.
MOTION # 4: WHEN A
PLAYER INCURS A PENALTY, THE PLAYER'S HOME CLUB WILL LOSE ANY POINTS THAT
PLAYER HAS EARNED FOR HER HOME COURSE THAT YEAR.
The rationale for this,
is their will be peer pressure on individuals thus discouraging them from
doing those things which will cause them to get a penalty.
Nine voted on this motion
(7 Board members and 2 Committee Chairs).

VSWGA Mini-Meeting
#3 Agenda: January 27, 2007, The
VSWGA President, Sue Ginnett sent an e-mail to the Board Members regarding
personnel issues which needed to be addressed.
MOTION # 1.
That the VSWGA Bookkeeper be given a raise of $1.00 per hour based upon
510 hours worked per year.
MOTION # 2.
That the VSWGA Director of Golf Administration
be given a raise of $0.50 per hour based upon 956 hours worked per
year.
MOTION # 3.
If either the VSWGA Bookkeeper or the VSWGA Director of Golf
Administration sees a need to increase the yearly number of hours worked, she
must inform the Board and seek their approval.

In October the Board
indicated that they would like every Board member to review the completed book
before it was sent to the printer. Time
is getting short and it will take a while to get the completed book to
everyone for their review and even longer to review and respond even if it is
just to say “job well done.”
A proposal was made
that the Board members trust the Editing Committee and forgo individually
reviewing the 2007 State Day book prior to it going to the printers.
All board members voted
YES on the proposal.
