VSWGA Board Meeting Minutes - 5/8/08

The meeting was called to order by the President, Sue Ginnett.

President’s Report: Sue Ginnett welcomed the Board and Committee Chairs back for the 2008 season.  Sue reported that she had enjoyed taking a vacation from all VSWGA duties during the winter months with the exception of one mini meeting.  Sue asked that we start the meeting with the Secretary’s Report then follow the prepared agenda.  

Secretary’s Report: Mary Corey reported there were no Mini Meeting Minutes prepared from the January meeting due to the fact that the Stableford System decisions were inconclusive.   

The October 09, 2007 Minutes were reviewed and edited by the board members prior to publication.  Everyone agreed that it was unnecessary for Mary to read the Minutes.  The Minutes were approved as written. 

Treasurer’s Report:  Tracy Sloan reported the VSWGA had a surplus amount of $90,000. of which $50,000. would be moved to CD’s.  Tracy predicted, with the gas prices being up, that past travel cost which had been absorbed by board members and committee chairs, as out of pocket expenses, would now become VSWGA reimbursement expenses.  The IRS mileage rate as of January 2008 is .505 cents per mile.  The board agreed we would round down to .50 cents, per mile when paying all necessary VSWGA travel expenses.   

New Budget Request:   

1.  From 2005 Tri State increased to $6,750. of which everything has been allocated for basic tournament expenses. ($75. X 90 = $6,750.)  Phyllis Simon is the Tri State chair and she plans to donate divot repair tools and tees stamped with her company’s logo.  She has asked that the VSWGA donate $250. towards a tee gift with the Vermont logo inscribed.  

2.  The VSWGA Intern (Joanna Taylor) must travel for seminars, Course Ratings and all VSWGA Major Tournaments for setting the tournament, marking the course, officiate as the tournament starter, etc.  

3.  The VSWGA Office needs a cell phone.  It was recommended that cost should be compared with the purchase of a cell phone/monthly payment plan versus using a track phone and purchase minutes.  The board recommended that Suzanne speak with Nancy Myers prior to going forward, because she has the regular cell phone with the monthly payments plan while her husband has the track phone and purchases minutes.    

Sara Lee made a motion to support the three budget requests.  

Establish a Travel Expense Budget for the VSWGA Intern Position not to exceed $1,000. 

Get a cell phone for the VSWGA Office up to $500.  

Spend $250. for Tee Gifts - give the Tri State Committee $250. to be used as necessary.  Motion passed. 

Web Site Administrator:  Cindy Paquet reported there were no special requests for 2008.  Cindy is very efficient and maintains the VSWGA Website that is one of the best Ladies Association sites in the US. 

Handicap Chair:  Harriet Parot wanted to bring it to the board’s attention that very few people had signed up for the Handicap Licensing renewal seminar scheduled at Rutland Country Club on Thursday, May 29, 2008.  The Handicap Licensing renewal is mandatory training for every Club and must be done once every three years during 2008-2011..  Anyone interested in attending should contact Jim Basset of the VGA at vergagolf@aol.com for details.

As a reminder, all clubs must either send a representative to one of the licensing seminars or participate in the handicap licensing on-line training course sometime within the next 3-year period in order for the USGA to continue to provide GHIN Services to the clubs’ members.   To complete the on-line training you should have a DSL connection.  The on-line course takes about 45 minutes and you will be given a final test at the end with immediate results of pass or fail.  If you pass, a licensing agreement must be completed then sent to our association.  

Topics for discussion: 

A.  Tri State Tournament: 

Tee Gifts – The Tri State host club gave Tee Gifts for the first time in 2002 in honor of their 50th anniversary. This onetime favor has somehow become the standard tournament procedure. The board thought maple syrup samplers would be a nice tee gift to represent our state but the final decision will be left to the tournament chair. This expense can be covered with increased entry fees, 50/50 raffle ticket sales or support from the Women’s Golf Associations. The board agreed the VSWGA would contribute up to $250. for Tee Gifts. 

New Shirts – All Tri State participants purchased new shirts in 2007, they are unisex shirts that do not fit properly and they are heavy and hot.  The down side is the VSWGA has a large inventory on-hand for 2008.  A recommendation was made that the old shirts be given to board members to be worn at all official VSWGA events.  This would help identify tournament officials.  With the economy being as it is and having 25 shirts on hand this is not a good year to change shirts.  

A suggestion was made to follow New Hampshire’s lead.  The NH woman’s golf association purchases new shirts for their team every year from LL Bean.  After the tournament all shirts are returned for board use when running an event. We do not have to purchase anything from LL Bean but we do need samples shirts brought to the Tri State Meeting to help make a better choice. They should be self-wicking ladies shirts that adjust to hot or cold temperatures.  

A motion was made to table the Tri State shirt discussion until the fall meeting.  Motion passed 

B.  Club Rep Training: 

Club Reps are a vital part of the VSWGA organization.  They perform all of the hands-on duties within the clubs, run our State Days, complete any necessary VSWGA forms, etc. The VSWGA Director of Administration (Suzanne Neville) has an annual Club Rep Training program.  Many experienced Reps do not bother attending training sessions but for the new Club Reps it is a vital assistance tool. We have nine Reps signed up for this year.  A suggestion was made to add extra training features, which might spike the interest of the experienced Club Reps.  In 2007 Suzanne asked the VSWGA to show how much we appreciate the Club Reps’ work and dedication throughout the year by paying for a continental breakfast/lunch at this event, the board agreed to pay for the 2007 expense. 

Tracy Sloan made a motion that as a gratis to Club Reps, the VSWGA will pay for a Continental Breakfast/Lunch at their annual training session, eliminating the need to revisit this issue.   Motion passed.   

C.  First Tee Program: 

Suzanne Neville must travel throughout the state on behalf of the First Tee Program; a decision must be made from which budget these expenses should be deducted. The board agreed this is a junior program and should be supported with junior funds. 

Suzanne reported she attended the First Tee Junior program training session.  Twenty-three physical education teachers attended.  The first thing taught was golf safety, set a measurable distance between students, ensure each student checks her allotted space to see if anyone is standing to close prior to swinging. The first thing to teach all students is how severely an individual can be hurt if struck by a golf club or ball, if students would like to continue in the program, they must be aware of this danger throughout the entire training session. 

A question was raised as to how could the VSWGA support the First Tee Program with our Restricted Junior Funds seeing how it was coed and not strictly junior girls. ANSWER: The VSWGA only contributes a portion of the First Tee Program funds; other supporters are The VGA, Men Seniors, Vermont PGA and several private organizations. Our donation supports the young girls’ portion of the program keeping us in compliance with Restricted Fund spending. 

Sarah Lee made a motion to pay Suzanne Neville’s First Tee travel expenses from Restricted Junior Funds.  Motion passed. 

D.  State Day Stableford System:  

Kathy Allbright did a wonderful job of chairing the Stableford System Committee.  All board members voted yes, that the Stableford System as written was a good system but it was not passed.  We do not want to change the current State Day medal play format but there was so much interest from the Club Reps at the Fall meeting, we agreed to put our personal preferences aside and try the Stableford System on a trial basis.  There was much discussion as to when and where.  To give the system an honest trial, it was agreed that the first tryout should be for all three courses.  Everyone will have to play Stableford. The next trial will be two courses, if anyone disliked playing the Stableford system - they would have another option.  The third trial will be only one course playing the Stableford.  Courses were chosen that are usually busy, with slow play and/or have a lot of hazards.  Selected courses will have a VSWGA official present to assist with registration and answer questions.   

June 10, 2008, all three courses will play the Stableford System: Vermont National CC, Woodstock and Tater Hill. 

July 8, 2008, two courses will play the Stableford System: Williston and Stratton. 

September 9, 2008, one course will play the Stableford System: Killington 

At registration each player will be given her course handicap and equitable strokes.  The definition of equitable strokes is the maximum number of strokes that you can post for your handicap.  When any player reaches their equitable strokes they will be asked to pick up their ball and continue play on the next hole. (Mark an X on your scorecard for that hole).  All players are responsible for keeping and posting their gross score.  Any X’s must be converted to your equitable stroke max.   

The VSWGA Stableford Scoring Point System will be: 

Double Bogey                        01 Point
Bogey                                    02 Points
Par                                    04 Points
Birdie                                    08 Points
Eagle                                    16 Points
Albatross                        32 Points 

All scores over a double bogey are equal to zero.
Players must pick up after reaching their ESC (equitable stroke control).
Gross Scores will be your cumulative total Stableford points. 

Net Scores will be the total Stableford points adding your USGA handicap index, using the extension.  

Example: If you have 50 Stableford points and your USGA handicap is 19.9 your net score would be 69.9, using the extension should help break ties.  

A Stableford Scoring Points cheat sheets will be given to each player at registration.  

All VSWGA divisions will remain the same. 

A handout survey will be given to each player, to be filled out and returned to the scorer’s table with their scorecards.  The survey form must be easy to read and simple, all the collected forms will be mailed to Kathy Allbright for collation.  

E.  State Days/VSWGA State Day Book: 

New Entries: Catamount Club, Ekwanok Country Club and Stamford Valley will be added to the Slope and Rating section of the State Day Book.  They do not host a Ladies State Day but are members of the USGA GHIN System. 

Suzanne needs help with State Days for Farm Resort, Sugarbush, Bradford and Basin Harbor.  

Chelsea System Default Password: For anyone that does not have a Chelsea System password the default is 1234. 

Closest to the Pin – New for the 2008 season:   

a. Two par 3 holes will be selected.  All divisions will compete on both holes. 

b. Each person who wants to participate must pay the $2. fee prior to the start of her round.   

c. Prizes are in the form of VSWGA chits.  The total amount of money raised will be split in half with 50% going to the VSWGA Junior Golf Fund and the other 50% split between the winners of the two holes. 

d. After the event, complete the Financial Report form and send the TOTAL amount collected to Jeanne DiBattisto.  Send a copy of the Financial Report form to the VSWGA office to process chits for the winners.   

The divisions participating will be tracked to see if this system discourages our D and E players. 

State Day Book Corrections:  All State Day Book corrections are posted on the VSWGA Website.  The State Day Book calendar lists Club Invitationals but does not list club Member-Guest tournaments.

New Business:  

New VSWGA Intern: Suzanne Neville introduced the new VSWGA Intern, Joanna Taylor, to the Board Members and Committee Chairs. 

Training:  Kathy Allbright attended a four-day rules training session; she said it was excellent, very intense with a difficult final test.  Kathy or Shari Pfannestein will have a rules day; they are looking for a central location, possibly Rutland or Killington.  

NEWGA:  The NEWGA deadline is 05/16/08; Suzanne Neville will go with Kathy Allbright to Abenaqui Country Club in Rye, NH on June 24-26 to see how the tournament is run.  

Vermont will host the NEWGA in 2010.  When Kathy attended the Vermont Golf Meeting this spring she was approached by three club professionals Green Mountain National, Equinox and Jay Peak that showed an interest in hosting this event.  

Seniors:  Burlington Country Club will host the 2008 Seniors Championship.  There will be a maximum of 100 participants.  Priority will be given to the first 100 lowest handicap players.  The club Professional John Paul would like practice rounds to be played early. 

VGA Scholarship Scramble: To help raise money for the Scholarship program, Suzanne Neville recommended selling sponsor flags for the Scholarship Scramble at $150. for each green.  The sponsor’s flag will go on the flagstick for that day; it would be embroidered with the Tournament name, Date/Place and Sponsor’s name.  The embroidered flags cost $25. each leaving $125. for the scholarship program, if we could sell all 18 flags it would raise $2,250.  Suzanne needs volunteers to sell the flags; she will send a mass email asking for help. Suzanne will ask Shari Pfannenstein to design a sample flag that can be shown to prospective sponsors.  

Currently, the VSWGA sponsors a four-person team to play in the VGA Scholarship Scramble. The men do a lot of work on this program and we need to show our support.  It would be a nice gesture if we sponsored two teams.  The scholarship scramble is schedule for Thursday August 14, 2008 at Proctor Pittsford.  

Elizabeth Walker made a motion that the VSWGA sponsor two teams for the Scholarship Scramble.  Motion passed. 

Annual Fall Meeting and Scramble: The Vermont State Women’s Golf Association Annual Fall Meeting and Scramble will be October 7, 2008 at Green Mountain National – Killington, VT.    

Next Meeting: Seniors Tournament or State Amateur depending on the need.
